Victor "Vic" Reinemer speaks at the University of Montana to students in K. Ross Toole’s graduate seminar. He discusses the energy crisis, focusing on what he believes to be the causes of the crisis and the tension in decision making between major utility, energy, and transportation companies and the government. Reinemer describes the failure of the traditional procedures of dealing with this tension and legislation regarding larger corporations, including the Corporate Ownership and Reporting Act (CORA). He also talks about the merits of public utility districts and the accessibility of stockholder information.
