Abstract

This study was designed to gather information to aid the Director and members of the Library Board in designing an effective and realistic long-range plan for the Missoula Public Library. A reorganization in the county budget allocation process had resulted in severe budget cutbacks, which hindered the Library’s ability to maintain a satisfactory level of service delivery to the community. The Library Director and Board members wished to gather objective data which would aid them in making difficult decisions regarding how to distribute scarce financial resources.
